Is it possible for SEA players playing HoN on Garena to redeem the key? I can't login to their website to redeem it with my Garena/HoN account and they won't let me create a new account there.

I guess you get the icon together with the coins. Just get the promo code, enter it on the HoN website for your account and see what happens.
